 <h2>A lecture by Richard Wilkinson\, author of The Spirit Level </h2>
 <p>In 1990 Richard Wilkinson and Kate Pickett published a timely book called The Spirit Level. The conclusion of the book\, based on years of rigorous research data\, was that inequality is bad\: it’s bad for your health\, bad for the economy\, bad for society and bad for the environment. </p>
 <p>Their groundbreaking book provides hard evidence to show\: </p>
 <p></p>
 <p>How almost everything – including mental and physical health\, crime and drug use\, educational per-formance\, prison numbers\, obesity\, teenage pregnancy and child well being – is affected not by how wealthy a society is but how equal it is.</p>
 <p></p>
 <p>That inequality in society leads to increases in debt and economic instability. The financial crashes of 1929 and 2008 happened at the two peaks of inequality\, with about 1.5 trillion dollars a year being si-phoned from the bottom 90% of the US population to the top 10% in the run up to the 2008 crash.</p>
 <p></p>
 <p>That the most important factors in narrowing inequality is trade union membership and collective bar-gaining</p>
 <p>In 2010 The Spirit Level was re-printed with a new chapter rebutting the criticisms made of the book by right wing bodies such as The Tax Payers’ Alliance\, The Democracy Institute and the Policy Exchange. In today’s eco-nomic climate\, it is essential trade union members have the facts\, the graphs and the arguments available to show that cuts are not the answer. Economic stability\, social wellbeing and environmental survival depend on equality&#8230\;&#8230\;&#8230\;..and trade unions.</p>

 <p>The Transfer of Undertakings (Protection of Employment) Regulations\, known as the <span class=\\"caps\\">TUPE</span> Regulations\, govern how workers are treated following the transfer of a business or a change in service provision.  The original aim of the Regulations was to strengthen the rights of workers involved in transfers\, providing them with continuity of employment and the same terms and conditions. But\, 30 years after their introduction\, the <span class=\\"caps\\">TUPE</span> Regulations remain one of the more complex and difficult areas of employment law.</p>

 <h2>About the Conference</h2>
 <p>In 2011 the coalition government commissioned Professor Ragnar Löfstedt of King’s College London\, aided by an independent panel\, to review the so-called ‘burden’ on business of health and safety legislation.  There was a call for evidence in July 2011\, and ‘Reclaiming health and safety for all\: an independent review of health and safety legislation’ was published in October 2011. </p>
 <p>The report made a number of recommendations including simplifying the Approved Codes of Practice\, and reviewing and consolidating a number of sector-specific regulations. A timetable of further tasks has now been put into place including plans to revoke regulations deemed to be ‘unnecessary’.</p>
 <p>Although the world of work has certainly changed since the introduction of the Health and Safety at Work Act\, 1974 there is no reason to believe that the level of risk has diminished. The types of risks faced by workers and the gross numbers of injuries\, illnesses and fatalities reported remain unacceptable in a civilized society. </p>
 <p>In its response to the Löfstedt Review\, three <span class=\\"caps\\">IER</span> experts commented “While the government had implied a thoroughgoing undermining of health and safety law as a bureaucratic brake on business activity\, the Review suggests no such thing. In fact\, it largely endorses the current regulatory framework for health and safety and consequently does not appear to represent an explicit attempt to weaken its foundations”. </p>
 <p>The questions are\, will the recent review of health and safety and the report it generated\, help to reduce accidents and injuries at work? What recommendations does the Löfstedt report make and will those recommendations help develop or dismantle the UK’s health and safety regime? </p>
